For my aerobic exercise I walk on a treadmill 3 or 4 times a weak at 4.5 mph for an hour. Should I be going at a higher pace for optimal fat loss? I ask this because I used to run for 7.5 mph for 30 and I wasn't exactly huffing and puffing doing it before I started a ketogenic diet. Oh yeah, when I walk at 4.5 mph I don't know if my heart rate increases very much compared to my resting heart rate. If it is any help I am 5 ft. 8 in. and weigh 145 lbs. and am 18 years old and am trying to lose 10-15 lbs of fat and then add back in carbs and put on muscle.

You're asking the question the wrong way round! :)
Firstly do a search on how to work out your max heart rate...
There are a few posts hanging around.
Then walk at a speed that keeps you at 70% of your maximum which is measured in beats per minute. You need to measure your heart rate... either with a monitor or measuring it under your jaw at the side of your throat (carotid pulse) or else how will you know if you're in your target zone?
Plus it helps us if your measurements are in metric ie kgs and cms but I am sure some of our more senior members could assist there.
